I believe the best "regulation" would be to teach about healthy food-habits in school, and of course not serve junk food at schools.
It's been a lot of focus on junk food the past few years and I think more and more people are aware of what they eat.
That's probably the reason why McDonalds and others have started selling more chicked and sallad dishes - simply because they sell less fries and burgers.

At least in Canada, if you have poor health in part by eating too much junk food, and you get a disease related to this or your inactive lifestyle, then eventually the public health care system will have to take care of you, so it ends up being a cost for everybody.
There are sin taxes for alcohol and cigarettes - why not junk food? If might persuade people to make a different choice, particularly as a lot of junk food is consumed by lower-income people. Hopefully the taxes would go to subsidize healthier food to make it more affordable and make it a more attractive choice.

And obviosly education an an early age teaching them whats good food and whats bad food.
